There is a particular kind of grief on display in the videos coming out of Bunia this week: health workers in white coveralls and rubber boots, lowering coffins into red earth, one after another, while relatives watch from a distance they were told not to cross. Congo's Ministry of Health confirmed on Wednesday that the country's Ebola outbreak has now killed more than 3,000 people — 3,007, to be exact, out of 6,186 confirmed cases — since it was declared a global health emergency back in mid-May. Four months in, it has become the deadliest Ebola epidemic Congo has ever experienced, and by some measures, the fastest-moving one the world has ever recorded.
Numbers like that can numb you if you let them. So here's what they actually mean: roughly half of the people who catch this particular strain of Ebola do not survive it, and right now, someone in eastern Congo is being infected roughly once every twenty minutes.

A strain doctors weren't ready for
This isn't the Ebola most people picture from 2014 or from past outbreak films and headlines. The virus behind this epidemic is Bundibugyo ebolavirus, a rarer and historically under-studied relative of the more familiar Zaire strain. It was first identified in Uganda in 2007, has caused only a handful of outbreaks since, and — critically — has no vaccine or treatment licensed specifically against it. Merck's Ervebo vaccine, the one that helped bring Congo's last major Ebola outbreak under control in 2020, is approved only for the Zaire strain. Health authorities are now distributing it anyway to frontline workers in hard-hit areas like Kisangani, on the theory that it may offer partial cross-protection, but nobody can say with confidence how much it actually helps against Bundibugyo.
The outbreak was first flagged on May 5, after the World Health Organization was alerted to an unusual cluster of high-mortality illness in Mongbwalu, a mining town in Ituri province, that had already killed several health workers before anyone knew what they were dealing with. Laboratory testing confirmed Bundibugyo virus ten days later, and by May 17 the WHO's director-general had declared it a Public Health Emergency of International Concern — the organization's highest level of alarm, reserved for events that threaten to cross borders. Congo's 17th recorded Ebola outbreak arrived just five months after its 16th had officially ended.
Why it's outrunning everyone trying to stop it
What makes this outbreak so hard to contain isn't really the biology of the virus — it's the ground it's spreading across. Ituri and North Kivu, the two hardest-hit provinces, sit in a corner of eastern Congo that has been ground down by decades of armed conflict. Militia violence has displaced more than a million people in the region, according to WHO officials, scattering exactly the kind of population movement that lets a hemorrhagic fever slip past checkpoints and contact-tracing teams. Two additional health zones in North Kivu were confirmed infected just last week, and Congolese health officials say the case-fatality rate there is running notably higher than in the rest of the affected provinces — a grim signal that care is arriving too late, if it arrives at all.
Bunia resident Jean-Claude Angwanzia told reporters he'd fled Mambassa, a town near the epicenter in Ituri, simply because he no longer felt safe there. Multiply that instinct across a million displaced people and you start to understand why the virus has now reached six separate provinces. Health workers, too, are paying a direct price: several of the earliest fatalities in Mongbwalu were doctors and nurses who had no idea what they were treating until it was too late.
A response running out of money, not out of will
Perhaps the most frustrating part of this story is that it isn't a mystery what needs to happen next — surveillance, contact tracing, staffed treatment centers, and vaccines getting to the people most exposed. What's missing is money to pay for it. The Africa Centres for Disease Control and Prevention says global funding committed to the response has more than halved since the outbreak began, falling from roughly $498 million pledged early on to about $219 million actually available now. The United Nations has said the broader humanitarian response in the region remains less than half funded, even as roughly 500 new Ebola cases continue to be logged every week. The United States has pledged more than $112 million and the European Union has shipped medical supplies into Ituri, but by the World Health Organization's own admission, the response is losing ground, not gaining it.
There is one piece of good news buried in the grim statistics: 1,439 people who tested positive for Bundibugyo virus have recovered, according to the most recent data compiled by European health authorities, and roughly 89% of known contacts of infected people are currently being monitored — a sign that, in the places where the response has actually reached, it is working. The problem is how much of the affected region it hasn't reached yet.
